Keeping the balance between the rights of a few persons is called "fairness," but when the balance occurs between many persons' rights, we shall call it "Justice".
The origin of fairness and justice is human "Innate Morality", which should be enhanced by "Developed Morality" and transformed into laws.
The genuine form of justice is "Preventive Justice", which causes the duration of balance between rights and avoids turning to imbalance.
Therefore, "Preventive Justice" is the essence of Justice or "True Justice".
A comparison between "Health" and "Justice" may shed more light on the function of Preventive Justice:
Health means keeping Order and Balance within the human body and mind through prevention —avoid Disorder and Imbalance.
If prevention doesn't work, medical or surgical measures shall intervene and retrieve Order and Balance.
Justice means keeping a "Balance" between the rights of humans through prevention —avoiding "Imbalance" between the rights.
If prevention (Preventive Justice) doesn't work, recovery measures (Compensatory Justice) shall intervene and retrieve the balance between the rights of humans.
