Common Understanding:

Common understanding depends on everybody's understanding of the rights and freedoms asserted in the UDHR.
The UDHR emphasises "common standard" and "teaching and education" in the next paragraph. Without the "common standard" and education, achieving a "common understanding" is impossible.
